At the plenary meeting of 19 March 2009, The Verkhovna Rada of Ukraine will scrutinize the Bill on Amendments to the Constitution of Ukraine concerning prolongation of authorities of the local self-government bodies and their officials. The said Resolution was adopted as the result of the counsel on self-government held on Friday under the chairmanship of Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, with the participation of Yulia Tymoshenko, Prime Minister of Ukraine.
Yu.Tymoshenko made the above-mentioned suggestion and stated that pursuant to the Bill, the terms of authorities of the local self-government bodies and their officials would be set equal to the terms of authorities of the President of Ukraine and the People´s Deputies of Ukraine, i.e. five years. The Prime Minister also stated that the Transitional Provisions of the Fundamental Law should indicate that the regulation concerned local deputies and heads of cities and villages elected at the early elections in 2006.
The participants of the counsel also discussed a number of Bills concerning strengthening of the financial basis of the local budgets, extension of constitutional authorities of the local self-government bodies, social protection of residents of rural areas, creation of proper conditions for rendering of notarial services.
On 19 March, the Parliament members will scrutinize the Bills on local self-government associations, on amendments to the Budget Code of Ukraine, on local taxes and duties, on real estate tax, on gambling industry.
The participants of the counsel also scrutinized the Draft Statement concerning Consultative Counsel on Self-Government.
